Role Context and Objective
We are seeking a Senior Electrical Site Supervisor with proven experience in the supervision of complex MEP construction sites to support the construction and rehabilitation of healthcare facilities and infrastructure projects in Syria.

The successful candidate will be responsible for the technical and quality supervision of works carried out by installation contractors, verification of the compliance of electrical systems with design and regulatory requirements, monitoring of commissioning activities, and management of site-related issues, in close coordination with the Construction Manager.

The position requires continuous presence at the project site in Syria and direct supervision of on-site execution activities. This is an exclusively field-based position and does not provide for remote or hybrid working arrangements.

Main Responsibilities

  • Supervise and control the quality of electrical works performed by contractors and subcontractors (MV/LV substations, electrical switchboards, power distribution systems, lighting systems, grounding systems, UPS systems, and auxiliary installations).
  • Supervise the installation, testing, and commissioning of generators, ATS systems, distribution boards, and related control systems.
  • Supervise and verify the proper installation of electrical command and control systems serving HVAC installations, including control panels, dedicated power supplies, safety interlocks, and interface cabling.
  • Supervise the installation and testing of special systems and fire detection systems included in the project scope.
  • Verify compliance of completed works with project drawings, technical specifications, and required quality standards.
  • Monitor work progress and promptly identify any technical or operational issues.
  • Coordinate with contractors and subcontractors to resolve issues identified on site.
  • Review, verify, and update technical documentation and CAD drawings, including as-built and red-line documentation.
  • Prepare technical reports in English, including progress updates, non-conformities, corrective actions, site inspection reports, checklists, and photographic records.
  • Verify compliance with applicable technical regulations and relevant international standards.
  • Support the verification of completed quantities and contractors’ payment applications.
  • Collaborate with the project team in activity planning and procurement coordination.
  • Monitor compliance with safety procedures and the correct use of Personal Protective Equipment (PPE).
    Mandatory Requirements
    Education
  • Technical Diploma in Electrical Engineering, Industrial Technology (Electrical Specialization), or an equivalent qualification.
  • A Bachelor’s Degree in Electrical Engineering or a related field is considered an asset.
    Professional Experience
  • At least 5 years of documented experience as an Electrical Site Supervisor, Electrical Site Foreman, or in an equivalent position.
  • Proven experience in construction, rehabilitation, or installation projects involving complex electrical systems.
  • Solid experience in the technical and quality supervision of installation contractors and subcontractors.
  • Experience in the management and supervision of medium-voltage and low-voltage electrical systems.
  • Experience in the installation, testing, and commissioning of generators and ATS systems.
  • Experience supervising electrical systems serving HVAC installations.
  • Experience in hospital, healthcare, industrial, or infrastructure projects will be considered an asset.
  • Technical Competencies
  • Strong knowledge of MV/LV electrical installations.
  • Knowledge of IEC standards and major international electrical regulations.
  • Ability to read and interpret electrical diagrams, layouts, and technical documentation.
  • Proficiency in AutoCAD or equivalent software for reviewing and updating technical drawings.
  • Knowledge of testing, commissioning, and start-up procedures for electrical and special systems, including fire detection and alarm systems, access control systems, CCTV, data transmission networks, telephony systems, Building Management Systems (BMS), and other ELV (Extra Low Voltage) systems, with the ability to perform functional verification, system integration checks, and performance validation according to project specifications.
  • Good command of Microsoft Office applications for reporting and document management.
    Languages
  • Excellent command of written and spoken English (minimum B2 level, preferably C1).
  • Knowledge of Arabic will be considered an asset.
    Other Requirements
  • Willingness to reside full-time at the project site in Syria for the entire duration of the mission.
  • Availability to work in complex, remote environments or in areas with limited logistical infrastructure.
  • Willingness to travel within the country according to project operational requirements.
  • Valid driving license.
  • Ability to work effectively in multicultural environments and highly demanding operational contexts.
    Preferred Qualifications
  • Professional experience in healthcare or hospital facilities.
  • Experience working in humanitarian contexts, NGOs, or international organizations.
  • Previous work experience in the Middle East, Africa, or other low-resource environments.
  • Certifications in electrical safety and construction site safety.
  • Experience in commissioning and handover activities for critical systems.
